How is it decided which TOC manages the ticket office when there are two or more TOC's operating from the station. London Bridge's ticket office is managed by Southeastern, despite Southern and FCC also operating from there.

For some reason, the fare from Shoreditch High Street (SDC) to East Dulwich and North Dulwich are charged as an NR/TfL Oyster fare despite the whole journey being technically an NR one, which should be £2.30/£1.80. On the other hand, Whitechapel to East Dulwich is charged as a NR Oyster fare.
