What are the criteria for having announcements in Welsh on trains and in stations? It's interesting to me as Cardiff Queen Street, for example, doesn't seem to have any Welsh announcements.

Does anybody know what the criteria are for getting your seat reservations on separate coupons when several people travel together? Obviously booking separately achieves this but sacrifices seats together in most cases.
