Oyster top-up unavailable

This morning the Oyster reader on the one TVM at my local National Rail station was out of order. Two people were trying to top up their cards but were unable to do so, and apparently not in a position to buy a more expensive paper ticket. What should be done in this situation? (The booking office clerk told them to get on the train and "sort it out at the other end", which I am not sure they could given that they were unable to touch in due to having insufficient credit.)

Are stations obliged to offer Oyster facilities? Until fairly recently it was often the case that the cheapest ticket for travel (i.e. Oyster PAYG) was not offered at stations,* which was apparently acceptable. I would imagine that the clerk should have advised the location of the nearest location offering Oyster top-up.

*I suppose the "ticket" is technically created on touching in, but given that this can only be achieved with an Oyster card and sufficient credit I do not consider an Oyster pad sufficient to be considered offering this ticket option.
