Much of that has to do with franchising. Before that only a couple if that had total control. I remember nobody else at one time was allowed to sell tea, coffee or sandwiches other than Travellers Fare.
I suppose if the train managers diagram says they are booked to travel pass on that train then they should be on it and it can be changed or stepped up should it be necessary. If catering staff are onboard too then all good if not it doesn’t really matter.
There was an agreement (or maybe a myth) that all passenger trains crossing Stockport viaduct had to stop there.

The rule book stated that other crew can travel on an ECS with a driver only as long as they inform that driver they are onboard.
It’s often quite amusing to look around on a longer distance train and almost everyone is munching away. As soon as the buffet is announced there’s often a stampede and I’m thinking we only just left a major town or city five minutes ago.
Cheers. Got to the point I detested that sound. Not being one to ever catch silly o’clock flights or holidays I have no intention of hearing it ever again <:D
You bet mate. Whitby coming up next week along with the new additions around Leeds. Hopefully no operational incidents along the way in keeping to this thread ;)
Yes it’s a difficult one but I do think the trolley will often take more. That’s why when only a single host is provided at my TOC they temporarily close the buffet to do a sweep with the trolley to maximise revenue.
To be fair that isn’t just a trip to Cheltenham, that’s to the Gold Cup with admission. Transfers even includes a steam train ride on the GWSR. All in all a fantastic days racing.
