I've seen a few places where a crossover in NESA (National Electronic Sectional Appendix) is not electrified. Are electric trains still allowed to use them? Do they have to lower their pantograph? Why wouldn't they be electrified?

I've been reading a few articles recently about the issues the rail tracks are having around Spalding due to the amount of services and level crossings. What are possible solutions to this? Move the track and station to edge of the town? Crazy expensive tunnel? New road bridges?
