Just stumbled across this fairly detaild paper from December (updated 2nd Jan) entitled "Railways: passenger franchises " which I thought might be of interest.

A thought has crossed my mind. Given the above what if a passenger wishes to rebook for the next day (again using an advance ticket) and they visit their local ticket office at 13:00 which is advertised as open to say 16:30 but they find it's closed due to staff shortages (or some other reason)...

However someone under the age of 16 will not be on the electoral roll and those that are may have moved since the annual canvas, so rather unreliable IMO.
