It's about getting a balance between punctuality and journey times. Add too much slack and you'll put people off, nobody wants to spend 3 minutes waiting at every station, as well as reduce the number of available paths on the network.

Assuming you are talking about the SWT system, originally the latter wording was used but it was changed to the former wording after comments from some nonsense Plain English campaign. It is not powered by GPS, but by train describers/track circuits and various computer systems (TRUST etc.)...

I think that is triggered 45 seconds before the train is due to depart, providing the train has actually arrived.

Most systems down here display the train as "Delayed" or "Being Delayed" if it is stuck somewhere for more than a couple of minutes.

As far as I can see, all the Chiltern services (2tph both ways) are running via the chord of which you speak. None are running via Castle Bar Park.

Literally everything. It was a complete recast of all SWT's services, which resulted in additional padding and more stops. The upside of this is that virtually all of SWT's services run on time now even if they are a few minutes slower, whereas previously there was quite a lot of minor late running.

I don't know, there could be value in having a full cooked breakfast seven days a week; a lot of people, especially families, tend to only eat them at the weekend. Could be used as an incentive for more leisure passengers to upgrade to FC.
