As yet the only place where emissions standards are applied universally, not just for new build, is for Diesel powered road vehicles in the London Low Emission Zone, currently at Euro 3 and moving to Euro 4 from January 2012. None road engines are exempt though.
If that is the case, a LOT of current London buses will be redundant next January, as Euro 4 engined buses have only been in general production since around early 2007 - anything older than that (unless modified to be cleaner) would fall foul of this.
