Simply the national operator GBR runs all cross-border services leaving Welsh Government / TfW to focus purely on Wales. This is not a radical position.

Welsh MPs / UK wide Gov/Parliament retain oversight over all cross-site running.

This week the 08:04 Manchester Piccadilly to Manchester Airport only successfully made it to Burnage two out of five times. Poor.
The seven minute turnaround at the other end clearly needs more padding if Northern cannot manage it most of the time.
