The other thing to remember is that many passengers from Paddington/Reading to Cornwall have just come off a 4/6+hour flight to Gatwick or Thiefrow & haven't had a chance to stock up with goodies from a friendly supermarket

A good compromise would be to add a compliant buffet with 1st class to the GTI HSTs (2+5) similar to Scxotrail and extend some services to BRistol from PZ. That way Cornish & far SW passengers can enjoy an Inter City Service for the bulk of the journey - only switching to the commuter spec IETs...

How about swapping the HST GTI's (and add a slam door buffet) for 800's on the West Country routes & use the 800s on regional Cornwall routes? after all they were designed as commuter stock not Inter City as we have known it

We must have been almost neighbours for 30 years or more & similar experiences, although in recent years the buffet did open from Penzance with a crew change in Plymouth - I've endured the new trains to from London a few times and would suggest the only way to make it acceptable is a 1st Class...
