I think that apart from the rather uncomfortable stock, 2tph on a weird route isn’t very helpful. The EL is better for the City and West End as is London Bridge to that matter. I regular Cannon Street service would be more useful.

Commuting in this part of the world, I find Victoria to be a much more useful terminus than Blackfriars. Although I admit in the peaks the through Thameslink services to the Catford Loop are always very busy. Could a regular all day stopping service to Victoria ever be possible?
I don’t know, but it seemed we moved to a place of putting the social benefit of increased services above debating whether or not the railways should be run for profit. Certainly, reducing the services to save money isn’t going to do demand growth any good
It can’t call itself a super interchange whilst the Overground sails by overhead without stopping.
