Apparently so. Helsby, Frodsham and Runcorn East get a 2 trains per hour service to Manchester Victoria and Leeds. No more direct services to Oxford Road or Piccadilly.

The Ellesmere Port to Leeds service seems to have been canned. I used this for a while when it started up as I used to work in Manchester next to Victoria station. There isn't even a replacement service from Chester. The evening service to Ellesmere Port still runs I note.
