I’m not advocating for a new set of staff to patrol regularly. Instead, I think that RPI officers that already do patrols for checking tickets should have authority to issue fines for it. They can issue fines in the same way that they do for tickets.

Why would Apple need an arrangement with TFL? They can just use the public APIs of the locations of the stations and combine that with the GPS data from the phone.
Greater Anglia say it can be obtained free of charge at any ticket office, so I presume it’s the same for any season ticket (36.3 in the national rail travel conditions seems to imply this too).

Just for note, the H10 and H9 bus routes are pretty busy during the peak with school children, so not ideal for people with luggage.
