I got a reply from East Coast today. It turns out there was a glitch with the East Coast website, so for a while everybody was getting the 20% discount!

If food's "eaten in" though, I believe it is subject to VAT. However a small trader is unlikely to earn enough to have to be VAT registered.
Additionally, to be allowed to trade on the train it's highly likely they'd be required to have the food hygiene certificates and liability insurance etc.

Thanks, the GLC-KGX train was emptied at Alnmouth and we now have their passengers on our train. They were stuck on it for about 4 hours with no heating and only emergency lighting, which can't have been fun.

It wasn't the 1450 ABD - KGX that failed, it was the 225 in front of that which failed. I'm on the Aberdeen train and we sat at a red signal for ages then went to assist the failed train. We're currently running about 4 hours late.
