it all points to me to mean that this upgrade IS HS3 when it happens. NR are probably determining how much 4 tracking tunnel reopening and station rebuilding is required to meet their scope.
I see HS3 as being the electrification programme with some 4 tracking + passing loops and line speed improvements.

I support HS2 on condition that the rest of the railway is electrified and upgraded in the meantime and things like buxton-matlock are reopened.
the worry for me is that we have a HS2 link and meanwhile pacers are still running from Manchester to leeds etc etc etc
liv-chester-London might make sense if it covered shrewsbury + other non WCML stops (Chiltern) as a fast service. wouldn't really encroach on midlands service then. kind of replaces the old Birkenhead-London service.
