It has been stated that the Northern Explorer does not have railcard discounts. It has been left unsaid for the Cumbria Travel Pass, my assumption is it will have railcard discounts like the products it has replaced.
The new Cumbria Travel Pass at £40 will undercut that, and will become the new Round Robin option. It's basically a merging of the Cumbria Round Robin and Lakes Day Ranger in terms of validity.
I'm going to presume that the OP was attempting to catch the 1016 which first planned to terminate at Lancaster didn't get past Carnforth in the end due to signal fault at Carnforth and the queue of trains taking priority on the WCML (there was also a TPE that activated a HABD near Lancaster...

There is one in your second photo next to the Blackpool Transport tickets booth.
In the December 2021 Vextrix Survey streetview there is also one inside the gateline next to the tickets window.
Fujitsu Journey Planner has no issue with going via Tamworth. Shows as valid for Liverpool and Douglas. Going via Birmingham is what causes problems.
So a theoretical Saturday 0713 Derby to Tamworth, 0744 Tamworth to Liverpool, 1115 Liverpool to Douglas.
*Not* saying this happened in this instance, but it's quite a common scenario these days have the following sort of exchange,
Customer: "Can I have a single to Nottingham please?"
Staff: "That's £31.70 please"
C: "Oh, Trainline says its £29.90"
S: "Oh, they must be splitting it somewhere."...
