That they have to be small to fit into the tight loading gauge is a big thing, then there's the fact that much air-con in the UK isn't really specced for the temperatures we're now regularly getting.

Once upon a time there were plans for a flyover there, for the GN lives to come over the top of the Midlands. I'd have thought it'd be less of a priority than a few years ago with less freight traffic over Whitehall Jn now.

It’s off my area but I was told by a colleague who deals with the Eastern side that cancellations due to faults, often air-con have been perhaps the worst they’ve been today.
I mean, go far enough back and it needed hammering home like mad with 'Is Your Journey Really Necessary' messages, which are thought to have only had limited success, and that was when there was a war on!
