Update on this, Northern have written back today with an £83.40 fixed penalty notice.....a blessing in our eyes as we did offer £150 plus the fare! Thanks for the people who replied with the guidance on how to respond!

It did seem a bit of a convenient rule as there's no way of checking, I'll send off anyway as 34D says and see what happens!

On the TPE passenger charter it says no compensation for vandalism which was apparently the cause of the delay so I'm not holding much hope :(
