If the business model is wrong in the first place, it's hard to see how expanding will help XC.
Of course, I don;t know for definite that this is the problem, I'm just guessing from info on here and from my contact in the company.
The only way a business case cna be cosntructed for XC to fund improvements in capacity is by huge increases in revenue. Yet people will still find legitimate ways around XC's higher fares, meaning any expansion can't be economically justified.
