I suppose because hundreds of years ago there was some sort of threat from Scotland and Scots weren't to be trusted. The very fact that York had a wall [nearly] all the way round it with only 4 very narrow gates suggests that they took threats seriously. It'll be some local byelaw that took ages to get repealed (if indeed it has been).
