Probably because the Archbishop of Canterbury is head of the Anglican church world-wide rather than just the province of Canterbury, so it is handier to be in London. {The oversight of the diocese of Canterbury itself is entrusted to the Bishop of Dover}.

Caernarfon (with SEGONTIUM) was another settlement in Wales to have a Roman fort.
