None of the above, I'm afraid. The answer lies slightly to the south of that.How about: the two chief stations on the Shropshire & Montgomeryshire Light's Criggion branch -- Melverley, and the terminus Criggion.
If one was in the market only for proper cross-platform changes -- with foot / cab between Shrewsbury (main line), and S & M (Abbey) stations, not to be considered -- then, changes of train at Shrewsbury (main line); Meole Brace / Hookagate; and Kinnerley Junction.
Or a four-changes option: Gobowen; Oswestry; Llanymynech; and Kinnerley Junction?

That is indeed the answer. Authorised in 1830 and 1831 respectively, they were merged by act of Parliament in 1834.The Wigan & Preston Junction Railway and the Wigan Branch Railway; they amalgamated to become the North Union Railway very early on.
