Is the correct answer. Both Starter and Distant were combined into one 3 aspect Upper Quadrant semaphore signal, as seen in the US and other places. A trial arrangement believed to have lasted less than a year

Which other London terminus was completely resignalled using the same type of American-style three position upper quadrant signals in 1918....prior to being resignalled again with conventional colour-lights about twenty years later?
