I rather suspect the answer may be a European monarch since Queen Victoria, who was the first British monarch to travel by train, has been rejected.

I will therefore guess at the first Belgian king, Leopold I, on the grounds that Belgium was one of the first European countries to establish railways.

Dowager Queen Adelaide, widow of William IV ? Her railway carriage was built in 1842 by London and Birmingham Railway and still exists in the National Railway Museum at York, though I can't tell you where or when her carriage was first used.
