Define recovery time ? It should only have time added into the schedule if a) there is something in front of it and the sleeper is on a sub-standard headway, therefore it will be padded out to keep that headway (which should be doubtful considering the time of night) or b) engineering recovery time which is fixed in the schedule regardless of whether work has occured and a TSR is set up after it.
The only recovery time anything up that way should have Northbound is 1 minute approaching Tebay and 2 approaching Carlisle unless weave movements occur.
