Birmingham to London principally needs extra capacity, extra speed not so much. It's the longer distances that benefit more from higher speeds, hence the mention of Manchester and Leeds. Plus, don't forget that Leeds to Manchester and Birmingham are already MUCH slower than Birmingham to London, so these routes would benefit particularly from investment and passenger growth. Why do we need to stimulate growth on the London to Birmingham route when what it really needs is just catering properly for the existing demand?It’s the second most populous area in the country after London? Why wouldn’t you prioritise going directly to it rather than an indirect one?
These intermediate stops weren't intended to be a priority, I only mentioned them in the context that if there was ever spare capacity on a new route, then why not use it. After all, HS1 wasn't designed to benefit Kent, but once it was there, an opportunity was taken to introduce the Javelin services.If you’re stopping at all these intermediate locations, isn’t it better to do that on the existing railway that goes through them? And take off all the expresses that current whip past onto their own dedicated line?

The second is that HS2 placed a great emphasis on speed - for all the talk of capacity, HS2 themselves considered speed extremely important./ The report claims that a reduction in speed to 186mph, despite only increasing travel time by four minutes, would result in a reduction of the BCR by 15%:As with the M40 corridor, a surface alignment along the M1 route would encounter a much greater number of major population centres than the consultation route would, including in this case Hemel Hempstead, Milton Keynes and, in particular, Luton. How do you reach Edinburgh without running HS2 on the slower lines, at least temporarily. Do you build the entire line at once? Even though the northern half has a poor bcr?It would have much better if the high speed line ran all the way to Edinburgh (even if only eventually), rather than running HS2 trains on the existing and much slower lines.
Improving the 1.5-2hr journey time between the midlands and northern cities was a considerable benefit of any high speed network. The scheme was practically sold on the concept of northern powerhouse and rebalancing the economy away from London.That's a small part of the story, HSUK was better from London to both. Why the West Midlands?
You seem to have ignored my point that if as much tunnelling had been considered for an M1 corridor route as has been done for the Chiltern route, then the "towns in the way" would have been a lot less so.

I thought I'd answered that? London to Birmingham needed capacity improvement and HSUK benefitted Birmingham with additional capacity, but the high speeds were just a by-product of the new line.Because it is the second largest area of economic activity in the country, and is 2/3rds the way between London and the third largest area of economic activity.

What's the point in introducing Javelin services to places like Milton Keynes? They're not going to improve the journey time much because of the short distance. There won't be much need for capacity to Milton Keynes because HSR line frees up capacity on WCML. It makes far more sense to use an additonal capacity serving more destinations in the north to maximise journey benefits and released capacity on existing lines. High speeds per-se are more beneficial on the longer routes, from London to Manchester/Leeds and hopefully further north later on. Meanwhile, any speed improvements would have been beneficial Leeds to Manchester and Leeds to Birmingham.
HS2 should really not have been focussing primarily on London to Birmingham.

HS2 needed political support, and at the time that it was developed (following the 2006 Eddington report), who better to enlist than Boris (and others close to him). He was charismatic, he was the aspiring London Mayor and was really going places at the time. But add to this, he was closely linked to the Heathrow area (later becoming the MP and indeed the PM of course, representing Uxbridge), and he was very keen for Heathrow not to have a third runway. So if HS2 could offer a nearby alternative transport hub taking the pressure off Heathrow, then this was a fabulous selling point for it. Later, when Heathrow was assessed more thoroughly, it was dropped as you say. But by then, the Chiltern route had already had so much commitment that it would be too politically embarrassing to change it. For this reason, maybe, just maybe the studies which later dismissed other routes had an unwritten agenda not to upset the applecart on this, and underline that the Chiltern route really was the best option, but these studies were years afterwards, when they should have been done at the outset.You keep asking, but evidently not listening. The original brief for HS2 was to design a high speed line from London to the West Midlands, with consideration of access to Heathrow Airport, with recommendations on later extensions. There were several reports in the lead-up to HS2, but the OP doesn't seem to be able to do their own research and find this. Unfortunately some of it seems to be buried in the National Archives where it would cost money to extract, but with a few minutes searching I found the following:Why do you think they would exist? So the East Coast was clearly considered.35. The West Coast main line carries heavy commuter and freight loads –
40% of all freight trains in the country use the line at some stage on their
journey. It is also exceptional in that even in off-peak periods it handles nine
inter-city express trains per hour in each direction. This compares with five per
hour between London and Peterborough on the East Coast main line.
36. Unlike the East Coast main line, apart from the planned introduction of
longer trains and in-cab signalling there are no significant capacity
enhancements to the West Coast route possible without incurring major
disruption to passengers and freight services. While it might be possible to
provide extra tracks alongside the existing route, the complexity and cost of
construction on a ‘live’ railway would be considerable; and, in any case, parts

I would draw attention to page 16 which has maps of various options, including one that goes London-Peterborough-Nottingham-Leeds. Page 18 also has forecast passenger increases, with the WCML showing the highest percentage increase.Government is understandably taking a more

proposals for increasing the capacity of the
existing conventional network over the next ten

It’s probably one of the main reasons so much of it was cancelled. The phased approach is problematic for getting something completed. In my opinion phase 1 should have been London to Manchester and the Goldbourne link. The eastern leg could have been designated phase 2 or even HS3 rather then having an over ambitious project that was an easy target for cancellation. I understand the appeal of the HSUK route, especially given the position we've found ourselves in now with HS2 ending up as just Phase 1, but it is important to remember what HS2 was meant to be. However, I am struck by the lack of consideration for Birmingham, the second largest UK city, in the HSUK plans. Given you're kind of going that way anyway, to intentionally skip such a large conurbation as the West Midlands, seems careless. There is a trap here which many people have fallen into (even Eddington), ie the compromise approach. Were we really right to just blindly follow a belief that a new scheme had to start with London to the West Midlands?
A properly conceived new railway would have focussed on time savings between London and Sheffield / Manchester / Liverpool / Leeds / Newcastle / Scotland. It would ALSO have provided additional capacity between London and Birmingham, as well as improving journey times on this shorter route. Phase One should have been London to Sheffield, to (first and foremost) show commitment to the North and that primary objective of rebalancing the UK economy. Phase Two would then have been onward to Manchester and Leeds.
But the short-sighted approach of running the whole thing via (outer) Birmingham is what led to a mistaken belief (in the early stages) that Heathrow was so important, then all of the Chiltern route problems, and the debacle that exists now. Running a new railway from London to Birmingham does NOT rebalance the UK economy.
People (before HSUK existed) were saying that a route not unlike the HSUK route, was what was needed (see the HSUK map as an aide memoire). In case I need to spell this out, this HSUK map is just to show the basics, I've never disagreed that HSUK was highly optimistic, and I'm only asking for focus on London to the Liverpool/Leeds section here. However, the principles for this part of their project were far better than HS2. This would have provided a London to Birmingham service in marginally over an hour (the additional savings provided by HS2 for this bit are just not worth much) with London to Manchester or Leeds (both via Sheffield) in around 80 minutes each. All of this would have freed up the much needed capacity on the WCML. And look at the excellent links between between Liverpool / Manchester / Sheffield / Leeds.
Birmingham to Sheffield / Leeds would also have had direct benefit, Birmingham to Manchester is the only part that would have needed to be looked at separately, it is only part that is significantly less well off than with HS2, but then HS2 abandoned Manchester anyway.
It's all just a theoretical exercise now of course, but it’s still interesting, and the way we think is still worth discussing, for the sake of the future. My main concern is that so many people just don't get that HS2 was a compromised approach from the outset. Successive UK Governments have always been scared of thinking properly about Transport, as was so well observed by the comedy "Yes Minister" right back in the early 1980s. I could go on, but that's enough for now. Happy to listen to responses as always, but please do give a bit of thought to this, rather than just automatically defaulting to a contrary position!
Perhaps you should re-read my post, which included comment that capacity relief on the WCML would have been provided as part of the scheme I was suggesting. I also commented that Birmingham would have benefitted from faster trains, just a few minutes slower than with HS2. I wasn't ignoring Birmingham, and I don't really think that HSUK was either. Maybe it's a ideal vs practical thing, if the spec had been to design a High Speed UK Network in full, with a specific focus on connecting the northern cities together and with London, then the HSUK route may be the better initial concept. But if the requirement is capacity relief on the UK network, then ignoring the most capacity constrained part of the intercity network in the WCML really doesn't make sense. HS2 (as originally planned) would have relieved the WCML, MML and ECML. It was an excellent design for capacity relief.

The new route also runs two-thirds of the way from London to Birmingham, so this trip would already benefit from time savings. What additional capacity does Birmingham really need, given that 3tph have already run between London and Birmingham for many years? (express that is, in addition to 2 via Northampton plus 2 to Birmingham from Marylebone).
