How did Rail Staff Travel work during nationalisation?

They almost certainly weren't on free passes (unless the Scottish region had its own rules, as noted above.) I think there was a 4-mile limit on a free residential pass, and beyond that I think that beyond that you paid 1/4 of the public season ticket price, so there would have been payments for all those journeys - apart from Senior Officers and other top brass.
It wasn't a case of "no revenue" on that train, it was simply that the traffic department had to deliver what the personnel people had agreed in contracts of employment to get people to work for the railway (at what were quite poor wages at the time.)

A similar situation arose on the Grimsby & Immingham - the trams were full to the point of overcrowding (which may have been a factor in a serious accident) but the revenue was so low that the line lost money. As well as railway staff, dock staff also had cheap travel if they had worked there before railway nationalisation, because the docks were then railway (L.N.E.R.) owned.

As you say, what should have happened was that there was a transfer value arrangement from the employing department, but this was never done.

I can say from experience that the 'but you get free/ reduced travel' was certainly used to justify pay increase deals lower than elsewhere. Particularly for management staff.

I have tried to get them to correct absolute rubbish regarding the 800 and 802 fleet and have given up. Despite being the person involved with the matter, I (and others) can’t get them to believe that the GWR 802 fleet don’t have different rated engines and bigger fuel tanks than the GWR 800 fleet and haven’t done since the introduction of the 800 fleet into passenger traffic back in 2017! It’s because it hasn’t appeared in any of the “comics” or a book so the person responsible isn’t to be believed.

I have been told that this isn’t the only piece of garbage they keep up there - repeating published ‘facts’ that are not factual at all can be a problem.

I forget which pop star has given up trying to correct his own date of birth - there are so many references around to his incorrect one that his own input cannot be correct as it doesn't have enough references
