The problem with popes is that even if you know there was an Arbuthnot VI it doesn't necessarily mean there have been 6 popes called Arbuthnot as one might have been declared an antipope and removed from the list.

So if 23 is incorrect I will assume that the person answering had some knowledge and knock off a 'John' pope and try:

In AD523-525, there was a Pope John XVI who was not recognised and the recognition of the real Pope was that of Pope Gregory V.

Much later at the time of schism there were no official Popes John IXX or Pope John XX.

Pope John XVI is now considered an Anti-pope and doesn't count.
Pope John XX didn't exist as Pope John XXI skipped it. There were however two Pope John XXIIIs however the first one is also considered an anti-pope.
The answer I had was 21. However in view of the complexities I think it prudent to declare the question void and open floor please.
