I am going to take a guess at somewhere in Northern Spain so Leon?

(Would have guessed Andorra La Vella, but pretty sure that wont have 100,000 people)

Barcelona and Bilbao are in Northern Spain. However they are only a few feet above sea level.
I wouldnt consider them as they are as you say coastal. Knowing the geography of Spain there are some cities south of the northern mountain ranges (like the Picos De Europa) however i cant think of their names.

Blindly and at random -- and with in mind, its prominence in railway annals -- Ponferrada?

Burgos it is. With a population of around 175k and an elevation of 865m Burgos is indeed the highest European City with a population of over 100k.
Your turn to set the next question.
I was looking at the route of the Camino de Santiago and saw that city as a major way point.

The most Northerly coal mines in the UK were situated in which town?
