But if the leasing costs have been agreed then won't it be the ROSCO who takes the hit and possibly a future TOC not really getting as much of a discount as they expect for leasing second-hand trains?

Well I suppose it depends on the sophistication of the hedging and currency deals the Rosco does.
But you can be sure that the customer will pay, somewhere down the line.
Somewhere in the Northern franchise agreement it does mention currency changes as an allowable cost increase - ie DfT takes the risk.

General feeling from front line staff and a growing number of managers is the deadline for an actual franchise change is rapidly approaching. Feeling now seems to be if nothing is announced by the end of this week there simply isn't the time for a franchise change by the date planned.

Can everyone say "two year extension"?

Doing a search for currency only returned this result - which is a strange thing for a Conservative government to include

If at any time the Bank of England or other competent monetary authority of the United
Kingdom or competent organ of H. M. Government of the United Kingdom recognises the
Euro as lawful currency and tender of the United Kingdom, the Secretary of State may, by
reasonable notice to the Franchisee and the Franchisee may by reasonable notice to the
Secretary of State, elect that all payment obligations arising under the Franchise Agreement
shall be denominated and/or constituted in Euros on the basis that all outstanding amounts
and obligations previously denominated and/or constituted in pounds sterling shall be
translated into Euros at the exchange rate applied or recognised by the United Kingdom
authority or organ which granted recognition of the Euro for the purpose of such translation
on the date on which it granted recognition of the Euro.

I can't see anything in the main franchise agreement.

Actually it was in the TPE agreement (p208) and related to optional additional stock which TPE might commit to acquire in the future - ie up to 15 more CAF EMUs for WCML services.
So not part of the currently contracted order.

I notice there is a clause in both agreements concerning what happens if the UK adopts the Euro! (p532 of the TPE agreement).
I think we can forget that bit now.

It looks like the Eversholt Northern and TPE orders were Pound denominated or at least its not overly exposed.

Bit hard to make out since Eversholt is divided into 13 different shell companies including having UK subsidiaries under an Irish holding company paying interest to itself in Luxembourg with the ultimate owner CK Hutchinson in the Cayman Islands!

What's interesting about that is Abellio originally partnered with Stagecoach so that Stagecoach could provide financial backing for their ambitious plans. Presumably they found an investor to take Stagecoach's place but is their replacement investor willing to invest as much as they originally proposed?

I think this has been mentioned already but it will be to do with the large bonds required for franchises as back up. As Abellio didn't win Northern that 'bond' money is available to support Anglia so Stagecoach's assistance wasn't needed.

It will also deliver one of the biggest orders for British-built trains – almost £1 billion for 660 carriages from the Bombardier factory in Derby – as part of a contract that will secure 1,000 jobs into the next decade.

The government today announced it has awarded the franchise to Abellio East Anglia, who will oversee this £1.4 billion investment to local rail services.

Key benefits of the new franchise include:

at least 4 90-minute services (2 in each direction) between London and Norwich each weekday and 2 60-minute services per day between London and Ipswich
free Wi-Fi for all passengers on trains and at stations
1,043 new, state of the art carriages between January 2019 and September 2020 to support the faster timetable, with a full programme of refurbishment for the current fleet in the meantime
automatic ‘delay repay’ for season and advance purchase tickets
tough new targets for operational performance levels at 93% - up from 89.7% currently
a host of new ticketing initiatives, starting in October 2017, including new offers for part time users and those who don’t travel every day
By 2021, there will be more than 32,000 more seats on services arriving at London Liverpool Street in the morning peak, while the new franchise will introduce 1,144 additional weekday services – an increase of 13% – to stations including Cambridge, Norwich, Stansted Airport, Lowestoft, Southend and London Liverpool Street.

Transport Secretary Chris Grayling said:

We are making the biggest investment in the railways since the Victorian era. By awarding this franchise to Abellio East Anglia we will improve journeys for people in East Anglia.

Abellio’s decision will ensure our train building industry in Derby remains strong.

This is part of our plan to make an economy that works for everyone – not just the privileged few – by ensuring prosperity is spread throughout the country.

The new franchise will run from October 2016 until 2025.

Well 660 vehicles as 4-car trains gives 165 units - enough to replace the 317, 321 and 360 fleets. The other 383 - that would cover InterCity and Regional - a (near) total fleet replacement, except the 379s which are good to last anyway.

Also some good service improvements not in the ITT as well (from the interactive map):
- Sudbury services extended to Colchester Town
- Hourly service between Colchester & Peterborough
- Extended hours of operation of the half hourly services between Norwich & Yarmouth
- Extra 2tph off peak fast services from London to Bishops Stortford & Cambridge
In addition to those in the ITT
- 3tph between Norwich & London
- 4tph between London & Southend
- Direct services between Norwich & Stansted, and London & Lowestoft

From the interactive map, there is this header on each page:
replacing the entire fleet with new trains within 4 years of the start of the franchise

So the 379s are going too it seems.
So no major refurbishments or TSI-PRM mods.
Plenty of units for cascade elsewhere, including 21 decent DMUs (12x170, 9x156).

Based on the internal source I have, I would happily place a bet that we will get an East Coast situation with Abellio's bid and fail.

I'm looking forward to see what revenue growth Abellio is expecting (especially in the current climate)

So how concrete are the rumours that the new IC fleet is going to be based on the Bombardier Aventra?

What are Aventras (likely to be) like, having seen that there also going to be doing Crossrail and London Overground stuff? Hopefully there'll be a wide range of interior options so we end up with something like the 379s, and not like the (old?) SWT EMUs that served the Portsmouth lines.

it'll be interesting to see what the IC stock is. If you were to assume 10-car trains then like-for-like would be a 150 vehicle order
Which then leaves 233 vehicles, which is an awful lot more than the DMU fleet, implying not only 379 replacement but fleet expansion. Good.

Wonder if it will be a Siemens or Hitachi option for the IC (i.e. the verve or more 800 derivatives).
Or they could have just done a TPE and ordered LHCS, although despite their current usage of LHCS stock I doubt that would be a sensible option unless delivery timescales said otherwise. Of course, I guess it would also entail replacement of the CL90's as I believe they are not in the best shape.

Good news for the new deal meaning new trains.

But no comment from a certain union about profits going to the Dutch rather than staying within the UK yet ;)

No way back for National Express then, and a knock for First Group.
Interesting they have announced a deal with UK-based Bombardier, but not the EU-based other supplier(s).
This is like First/TPE and CAF earlier in the year. Hopefully they will not take 6 months to decide on the other supplier(s).
Siemens appears to be the loser against the Aventra order, according to the Derby Telegraph.

The only technical nugget they offer in there about the AEA Aventras is that they will have "more seats" than the TfL 345s.
Presumably they will be of the pointy-end variety and be of up to 8/12-car unit length like the Crossrail 345s.

There will probably still be one misery guts that will moan that why aren't all the new carriages being built in the UK (not on here but elsewhere) if the other manufacturer of the remaining carriages is a foreign based one!

I'm glad Abellio won it, if only there was bets placed on it ??????

The Stansted Express section on the interactive map does indeed say new trains. Whats going to happen to the 379s, which in my experience are pretty good units?

I'm genuinely surprised that it will apparently be rebranded to Abellio East Anglia and not Great Eastern Railway, Great Anglia, East Anglian etc. I thought they would have taken the First and NX example to ditch the parent company name as it does them zero favours.

As for winning the franchise I thought First would have won, then again I never seem to get rail franchise guessing right. The fleet announcement is very interesting - if the 379s go, where on earth will they go to? Extra Southend, Peterborough and Sudbury trains all day on the Great Eastern seems ambitious. I thought that was difficult due to freight? I did expect more West Anglia trains via Stratford instead of just the STAR. Clearly they haven't said this will or wont happen, but I would have thought this would have been a major announcement point if this were to.
