Whilst the cut to EGIP is disappointing we have to acknowledge that savings had to be made somewhere. The Scot Govt has to balance it's books and it has no borrowing powers other than PFI/RAB. Taking a wider view, the money saved on EGIP means that other transport schemes will survive, ie. M8/M73/M74 Improvements, Borders Rail, Glasgow Subway upgrade and Aberdeen Bypass. Most of the recent infrastructure investment has been in the Central Belt: M74 Completion, M80, Forth Crossing, Airdrie-Bathgate, PCI, Edinburgh Trams, so it's only fair that Aberdeen and the Borders get to keep their schemes.
