Different commercial environment. In London or elsewhere in a regulated environment, the additional cost of extra vehicles because capacity is reduce borne by the tendering authority. Additional costs of servicing (if dual doors are built into the tender spec) will ultimately be built into every tender bid so again the cost is borne by the tendering authority.
For most of the UK, the operator would have to shoulder that burden themselves and they have worked out that the trade off of improved dwell times is not outweighed by the additional cost of purchase, maintenance, capacity issues etc.
