Why 45mph for passenger services?
1) Top speed of tender locos in reverse
2) Top Speed of small locos like the GWR (Great Western Railway) 57XX Panniers
3) Allow them to be quicker than buses which is already the case with some railways like the East Lancs Railway.
4) Allowing for more frequent service
5) Allowing for the locos to be able to stretch there legs
6) A number of railways* are already allowed to do above 25mph in testing rolling stock so the track can take the increased speeds.
7) Some railways** apparently already let DMUs do 40mph in service.
8) North Yorkshire Moor Railway is allowed to 45mph in passenger service on the Esk Valley Line between Battersby and Whitby.

Mitigations for 45mph passenger service
1) Enhanced ORR (Office of Rail & Road) assessment
2) AWS (Automatic Warning System) for all signals which would have it on the mainline*
3) Rolling stock must be in a fit state to do 45mph
4) Ban on unbraked passenger stock in service** when running above 25mph
* Watercress Line already does this so it isn't impractical to do it
** Isle of Wight Steam Railway has a couple of unbraked passenger carriages
