Not necessarily - when cases were very low near me, I didn't think there was much of a risk, but as cases increased, I knew that the dreaded phone call would be far more likely. I haven't been to a pub since the end of August, and probably won't go to one until I move back down south next month...

There are certainly cases where they seem to be responsible for a few clusters - there have been a number of such incidents in the North East. That said, they won't be the only cause of the current rise, and the vast majority of pubs aren't seeing outbreaks.

I'm pretty certain it's per head, but I've not yet seen all the details, so I could be wrong. They certainly seem to be charging it per head for internationals who have to quarantine, and it seems those arrangements will apply to those self-isolating.
