Yes they can. The BBC reflects the views of those who work in it - slightly right of centre economically, but very socially liberal. It's not surprising both parties see it as biased - it is, just against them in different ways.

That graphic can be totally discredited. By all accounts, 100 per 100,000 cases will be the cut off for Level 2, and Level 3 much higher than that. Even most of the red areas on that map will have no change in restrictions.
Have to say, other than face coverings and having to queue to get into pubs, my day trip to the Isle of Wight and Portsmouth today was indistinguishable from normal. In particular, Southsea's evening economy seems to be absolutely thriving.

While support for the restrictions is probably lower than up North, compliance is virtually 100% in southern England, outside the big cities.
I've spent the day on the Isle of Wight - the district with fewest infections per capita in Britain. The vast majority here comply with restrictions, but every single person I've spoken to thinks they're massively overblown. They'd never protest, but they realise that a disease that kills 0.31%...
