It can be either. I was called by the hiring manager to offer me the job but I've seen others on here have been offered the job by HR.

Nope, not all, it will usually state in the job advert if it is. I was recently offered a permanent role.

I suspect you will receive an email just after 10am tomorrow with the link to the tests. I applied for a number of signaller jobs over a few months and I noticed that the automatic emails tend to be sent just after 10am, 2pm and 4pm daily.
