The incident on 16th October was definitely described as a signalling power failure; I was travelling at the time and the station staff at Brockenhurst were explaining to passengers that all the lights and indicators had gone dark in the signal box at Bournemouth. I think I also saw a picture of...
Not a realtime alert, but the OTMR (on train monitoring recorder) would also record the overspeed, which could possibly then be flagged up after a subsequent download.
In terms of cost, I calculate a 15W phone charger (on the high end) used for an hour at a commercial rate of 12p/kWh would cost about 0.2p. I guess the wear and tear of the socket (particularly the cost of an electrician to replace it) may well cost more than the electricity used...
In which...
Seen this in the local press, might be of interest to some people here. There are plans to restore the disused Station Master's House at New Milton (including painting it in LSWR colours) and turn it into a heritage centre.

This might be related to the issue of auto top up not triggering, on cards with auto top up set up, and a current value below the entry threshold but above £10, causing problems at gates with a high entry threshold like Gatwick.
As it originally opened on the Southampton and Dorchester Railway; before the new route to Bournemouth via Sway; Christchurch Road (later Holmsley, now a tea room) must have been an 8 mile journey or so to Christchurch.
Restarting passenger services to Fawley was in the local news a few weeks ago, because of significant housing development where the power station was.

Although I don't think it will happen...
You're right, it's even mentioned in the ORR response to said 455 report: https://orr.gov.uk/__data/assets/pdf_file/0017/40706/raib-guildford-station-2019-03-19.pdf (p4)
Much more recent than that, it was the SWT 455 retractioning and it happened about two years ago. The report is at https://www.gov.uk/raib-reports/report-05-2018-explosion-inside-an-underframe-equipment-case-at-guildford
I've seen London bus drivers showing people to use the emergency buttons to open the doors if they want to get off while stuck in bad traffic - presumably an attempt at a liability shift, not sure how it would actually stand up in court.
Brusher Mills, the legendary snakecatcher of Brockenhurst (whom now has pub named after him), is believed to have sent live snakes from the New Forest by train to London Zoo to feed other animals.
I do wonder if the next franchise will go for more Aventras (with different interior spec, of course) to replace the Desiros. This would certainly make sense from a maintenance and spares point of view.
In the case of contactless, it would also put an "inspection" marker on the card in the backend. But this would only be used to charge a maximum fare if not touched in; not to determine the route of travel for fare calculation.
I notice in the transaction details on Revolut, SWR ticket purchases even have the correct first part of the postcode for the TVM used. Presumably this is for the same reason.
I'm curious how "must be activated on day of use" works with overnight journeys, even putting BoJ aside for a moment. I wonder if it's possible to be offered an mTicket with this restriction against an overnight itinerary...
