Given the OP had split tickets, is there an argument for delay repay on the Leeds-Preston-Glasgow tickets, which was the actual rail journey made, and a refund of the unused Glasgow-Oban ticket (perhaps with admin fee if that train wasn't delayed)?
I think the OP's problem is more that the easement seems tautologous - i.e. would either of the following changes to the wording actually make any difference?

You're correct now, but for posterity the wording for Sunday 18th was different when the previous poster posted. At that time it said something like "all other routes will run as normal". Until a moment ago I still had the page open with the old text and saw it change as I refreshed.

That's dividing the approximate daily entries+exits by the number of services in one direction only - so the data actually implies more like 20 per service, and that still double-counts any passengers travelling within the four listed stations (but in mitigation also overcounts Sunday services)...
I'm not surprised that 2021/22 would be higher than 2020/21. The reduced service has been in place since 2019, and 2020/21 had the heaviest covid restrictions.

Based on the platform allocations (which of course could be amended) it looks like the Colne and Ormskirk services will interwork, but the Blackpool South service will generally be separate - indeed there are ECS workings timetabled for it to wait in the shunt line for half an hour at Preston.
