They do run three Durham-Newcastle services before 9am though, and it seems plausible that the fare tier would be defined in both directions by default.
That bridge carries a pipeline and I don't expect it to be accessible. You can however follow the England Coast Path, which runs along the inland side of the railway then crosses the River Ehen on a bridge alongside the railway. You can then pass under the railway bridge to the beach.

There were alternative itineraries via Birmingham or Carlisle that would have got you to Llandrindod at 16:48, but if your tickets did not allow this then perhaps TPE have not accounted for this in their calculations.
The Platform 13/14 lounge is currently being refurbished so the travelators are closed and passengers are directed to the stairs at the end of platform 10/11.
