One issue is that the UK is the most centralised major economy in the world so local cities don't even have much tax raising powers to do things themselves even if they want to.
Worst of all worlds of Treasury keeps saying no then doesn't want to devolve power.
No new Bakerloo trains makes a mockery of the goverents statements on building not blocking, new homes etc. Imagine all the new Elephant and Castle towers are built and the Bakerloo line serving it sees cuts.

Think it's safe to say a full build and introduction by 2027 is not happening.
I've seen similar before at other events in the country. It's of course sensible to manage crowds outside but in reality so few are/were allowed onto the concourse trains leave empty as chaos builds outside with a lack of communication, crushing at times and frustrated, irate people not allowed...

TfL are in surplus this year and last so they have additional scope/funds for cleaning, which in the overall budget is hardly a great expense.

The constant closures every single weekend are getting silly now. The network isn't reliable at all outside of a weekday. Must be costing TfL a ton in lost fare revenue.
