Normally they have a framework contractor for each region, e.g. for small remedial works. NR might have a project engineer but most of the work is done by the contractor and their chosen consultant
The sleeper has 45 mins scheduled stop in Toulouse so unless there is something seriously wrong on the line through the Pyranees it'll be fine. The guards on the R3 take card and cash payment.
There was 2tph doing that in the original HS2 plans. Even with only Handsacre, you'd save loads of time either via Stafford/Stoke, Crewe or Colwich/Stoke.

The best summary I've found is by going to the Interrail "rail planner" app, select "more" at the bottom and then "rail network guides". I don't think it's perfectly accurate but it's pretty good
Thanks, I'd forgotten about that! The cross-border areas are particularly interesting. My edition is a couple of years old but it doesn't have all the passes I've managed to find.

It would need to be quite a long tunnel if heavy rail, and would only save a few minutes. The tram would only work if it can go over the existing bridge, which might not be strong enough, especially for tram-trains
For Köln, I'd wait somewhere near the main station and walk across the bridge at a convenient time. The messe/deutz side is mainly a convention centre and is more business - focussed.
