I strongly suspect that these projects have been delayed due to funding issues as we're already past the original Crwys Rd opening date. The contract is being tendered this year for start of works next year now, no word on Gabalfa.
The fact that the 398s have been sat round in Taff's Well for several years is a serious indicator that there are some major issues. The OHLE has been in place and working for quite a while and, apart from the Bay line, seems to be fine.

There was an original aspiration to extend to Lower Penarth, assume that's no longer planned. It would be a NR project to electrify to Penarth, so if the funding can be found, should be simple enough. Why not do to Barry as well if this was to happen?

I wonder where we'd be if MTR had been chosen over Keolis Amey back in 2018. I think they were suggesting a more extensive tram network for Cardiff, which could have meant trams and heavy rail being purchased for the Metro. But we'll never know.
Maybe if they'd retained the 175s then 197s could have been used on the TAM lines as an interim measure. Benefit of hindsight of course, but most new traction introductions have not gone well in the UK over the last few years.

As frustrating as the delays are, it was never going to be 2023 with Covid knocking out 2020/21 from the schedule.
More recent go slows are probably down to funding admittedly, but in a relatively short time quite a lot has been achieved in fairness.
It would be good for RCT council to pick up the development with TfW past Creigau so it could be done at the same time.

I don't have an issue with the First Minister getting some press out of it, we wouldn't have it at all if it has been left to other parts of the UK government.
