Are Northern Complimentary Tickets (the ones got through Delay Repay) valid at all times during the day (ie morning peak) or only off peak?

Told by the gateline man just now at Crayford that my Zone 1-6 travelcard won't open the gates as its "only valid for 1 train journey to and from London and unlimited travel on tubes and buses". I'm assuming I'm correct in thinking this is nonsense?

On a Zone 1 to 6 Travelcard, is it also correct that only buses within the zone are valid too?
