I think you are right. I believe there are all sorts of regs around access for disabled passengers (e.d doors, hand rails, PIS systems, etc), and I think lighting levels are mentioned too.... Though I think this only applies to new trains and trains which have been refurbished, but could be wrong.

I agree, never had a problem with them. Staff at stations such as Clapham are often busy due to the high number of trains and people, but still they are fine.

I think it depends if you are looking at it from a TOC view, a passengers view, or an enthusiast's view, what is "best"? HSTs are good for TOCs, but I would suspect most passengers would prefer a nice quiet, fast, EMU to travel in. On ECML the 225 is far nicer to travel in than the old fashioned...
