If you check where the change of trains is for those options, you will probably find that they are routed differently, and thus may be eligible for advance tickets? I note the 0949 gets in after the 1000, and seems to involve a change at Bristol Parkway.
I’m a bit puzzled, as the only way the railway ever went north from Merthyr was by heading back south for some distance (past what was then the A470) before turning off to the west and curving back north.
For clarity I had only meant in relation to the period of fare evasion noted in the OP. Which did say before which all fares were paid properly.
So I think my advice is consistent with @WesternLancer’s in that they should come clean that they have done it before and on more than one occasion.
I agree with the above that to avoid the need for a discussion with them you need to come clean as to the extent of your fare evasion, and offer to fully compensate them for the railway’s loss.

Just using the return part of the ticket is not allowed under the Conditions of Travel and so should not be put forward as a suggestion to save money, regardless as to how tempting it sounds.
I recall an enhancement to the layout on the Harrogate side of York station was cancelled at a few days notice recently, on government instruction. At the time it was noted that the contract penalties at that stage probably meant little or no cost saving over having the work done. So hopefully...
Reading the OP the planning application said it was for electrification, but despite the “pausing” of that project it is still going ahead.

Low entry and exit speeds are generally a big issue in reducing capacity. There was an article in Modern Railways a few months ago discussing this issue as it affects the WCML north of Preston and how maybe the railway is waking up to the problem. Strange really, as it seems blindingly obvious...
Well I would assume the Welsh Govt has already decided that it can afford to run the services.
And the original carve up was 30 years ago, so not unreasonable for the Welsh Govt to ask for the right to run services to Bristol.
