As I see it, this is another interim announcement about how the new fleets will be deployed in the short term.
Apart from Liverpool-Chester going back to hourly, the other proposed improvements are deferred from December 2023.
But the language used allows for these improvements to be canned indefinitely, which is now the subject of the James Price statement and review.
I also remember First Group promising 5-car (2+3 car) class 175 services in North Wales before ATW took over - it never happened, because reliability was never sufficient.
So 2/3-car single units remained the norm, only now with TfW often reduced to 2-car because that's all that is available.
Increasing service frequency through Chester (to Llandudno Jn and Shrewsbury/Cardiff) now looks a distant prospect.
And just a mention that until 2003 there were NO through trains from South Wales to North Wales, beyond the single Cardiff-Crewe-Holyhead run by RR W&W.
The service axes were Birmingham-Shrewsbury-Chester (Central) and Birmingham-Crewe/Manchester-Chester-North Wales (NWT/FNW).
