Train tickets in Britain could be priced like airline seats under a demand-based system being trialled by the government as part of a wider rail shake-up.

The transport secretary, Mark Harper, announced on Tuesday evening that fares on some long-distance trains run by LNER on the East Coast line will fluctuate according to availability.

He said the state-run train company would also move towards scrapping return tickets across its network, as a test for whether the idea could eventually be rolled out across the wider railway. The trial follows a successful pilot of selling only single-leg tickets on some longer intercity journeys such as London-Edinburgh since 2020.

According to the Department for Transport, the system should reduce most single fares, which can be almost the same price as a return under traditional fare practices.

The long-awaited ticketing shake-up will also include more contactless and pay-as-you-go fares for train journeys across the south-east of England.

Delivering the annual George Bradshaw address to rail industry leaders in central London on Tuesday night, Harper also promised to continue with reforms of the crisis-hit railway announced by his predecessor, Grant Shapps, under the Johnson government.

He vowed to enhance the role of the private sector on the network, calling for companies to be involved “not just in running services but in maximising competition, innovation and revenue growth right across the industry”.

Harper also reaffirmed the long-term plan to create a new Great British Railways to act as “a guiding mind to coordinate the entire network”, saying moves to create the arms-length public-sector body would continue despite widespread pessimism after delays in legislation. The winner of a competition to pick the new rail HQ would be announced by Easter, Harper said.

The transport secretary said rail had to be a “truly commercially led industry … for me, that is non-negotiable.” He said private train operators as well as a reformed Network Rail would both be “getting a seat at the table”, and ministerial involvement should be reduced.

Currently, Harper said, railways “have a broken model, unable to adapt to customer needs, and financially unsustainable”.


He added: “Left untreated, we will drive passengers away with poor performance, which leads to fewer services, which will drive more passengers away and so on and so on. Only major reform can break that cycle of decline.”

There isn't much more detail in the address than that reported in your quote - other than GBR going ahead with a new national HQ (apparently the HQ competition winner will be announced by Easter - huge waste of time!) and regional hubs offshooting from that. Some promising talk about the Government moving more arms-length under GBR but the speech was decidedly short on detail on much of it.

Railways in the UK are “not fit for purpose” and “financially unsustainable”, according to Transport Secretary Mark Harper, who set out plans to simplify the system in a speech at the annual George Bradshaw address in central London.

The Cabinet minister said he wants private companies to be involved “not just in running services but in maximising competition, innovation and revenue growth right across the industry”.

In a scathing assessment of UK rail, he said: “The railways, quite frankly, aren’t fit for purpose.

“Currently mired in industrial action, routinely letting passengers and freight customers down, and historically unable to deliver major improvements at good value for the taxpayer.

“Britain is yearning for a modern railway that meets the needs of the moment.”

Excellent news, GBR has the potential to be a fantastic engine for cost-savings, efficiencies, improved service delivery and value for money.

The whole thing is a mess. Apparently we can't have peak and off peak now, we've go to have about a million different trains with a million different prices. So I can't just buy a ticket and jump on any train I've got to scour the T&Cs to find out what train I can use! And this is supposed to make things better is it? It's a complete farce. It's going to make the railway completely and utterly unsuable.

Interesting. I didn't read that into it at all. Although there isn't much detail.

Demand based pricing

Mr Harper announced plans to trial a system through which fares on some LNER services will fluctuate depending on demand.

The government said this will help "better manage capacity while also raising revenue".

Demand based pricing relaxes the outdated rules for setting fares that resulted in many busy trains being “off peak” and quiet trains were “peak” leading to excessive crowding.

It is not yet clear exactly how the scheme will work or where it will be rolled out.

what do you mean scour the T&Cs? Surely, the various operators still operate the same routes so you can still jump on the same trains as now no?

How can I do that exactly? How am I supposed to know which ticket is valid on which train? This makes me so angry. Time to look into getting a driving licence and just give up on the railway.

I'm still confused by what you mean but surely, if you look at the timetable, the e.g 2:30 train will accept the tickets for the 2:30 train.... right?

I'm really sorry, I'm clearly missing something here. I don't understand why you believe that the single ticket idea will stop you knowing what ticket you can use? If you are travelling from Newcastle to Darlington and there is only one ticket you can get - and only one price - then surely that makes it clearer?

Yes, I had read that, but it doesn't tell why I necessarily need to scour the T&Cs. If there are less options and permutations then surely it is simpler than now?
How are you have less than 2? I just want to buy a ticket and know I can use it at X times. Why is being able to jump on any train after 9 am too complicated?

I assume that it is the terms and conditions attached to the tickets. Which train you can travel on for advances, which operators for restricted tickets, black-out peak periods for off-peak tickets etc - perhaps railcards too

So I’ve got to preplan with minute detail every single train journey!!!!! No!

Isn't that normal tho? Like i can't just buy a SWR ticket and use it on a GWR train...?

Perhaps like an airline? If you book an advance for a particular service then it is priced competitively. If it is an open ticket then it will be "full fare".

Ah are you talking about the demand based pricing? Yes that's a little interesting. I think after a little while, it'll be intuitive which trains will be more popular, so I'm not too concerned about that
