Why do Sunday services start so late?

Railways are slowly waking up to the fact that a more frequent service is needed and a service on lines which previously didn’t have a Sunday service.
A couple of good examples of this are the Sunday services between West Calder and Glasgow, and between Whitehaven and Barrow. The former started a few years ago, and the latter will start in May.

Both Lincoln to Nottingham and Lincoln to Sheffield have had absolutely huge increases in Sunday service provision in 2017.
Also additional services to/from Grantham were introduced. There are still some lines that don't get any Sunday service, the GN/GE route from Peterborough - Doncaster being the most obvious I am aware of.
