Is there any reader here who has knowledge of, or can point me to an on-line resource (if it exists) explaining, details of the original full WCML upgrade plan and what elements of that plan were removed/deferred/cancelled when the plan was de-scoped by the incumbent Labour administration, circa 2005?
This info has a bearing upon the ongoing HS2 discussion and I'm interested to learn which parts of the original plan were ditched (I know about the OHLE improvements that were left out, leading irrevocably to the failures happening right now) to save money when the strategy went seriously over budget and massively over the planned timescale for implementation - for example was the Stafford Flyover at Norton Bridge in the original schedule of upgrades?
