That was the main intention of the introduction of the WAG, so the Welsh government may consider it a huge success!
This is the problem with politics and politicians. They spend all this money, not to make any practical difference but to create a perception... it's a bit like the "sending out a strong message" guff that they come out with on other issues (rather than making any real difference to an issue).
A 'ned' is a Scottish term for a 'chav' as far as I can make out.
I found one definition:

Which is a fairly apt definition of a chav wouldn't you say? As greenback says ned is a Scottish word for chav I think more prevelent around Glasgow but I'm happy to be corrected on that point
As a Scot I'd say that "ned" and "chav" are a bit different.
A chav, to me, suggests social asperation - you may be poor but you are still wearing (fake) Burberry, with (Argos) gold rings and drinking reassuringly expensive lager. Being a "chav" suggests some kind of "pretending to be what you're not".
A "ned" on the other hand is just shorthand for young urban poor (the "non educated delinquent" is a "backronym", like "council house and violent", which some people claim "chav" means - it's someone trying to work backwards and create a definition to a word).
To go vaguely back on topic, is there a Welsh equivalent word?
